If this is regarding the regions, then..............
they make their names the highest they can up in the alphabetical hierchy, as the regions are listed in alphabetical order and they hope they will be seen and maybe joined by anyone who is looking through the list of regions

The regional list is sorted alphabetically. 0-9 come before spaces, which come before a-z. A region name must have a minimum of three characters.

So, "000" is alphabetcially the first region, and is hence on top of the list of regions. "0000" is second, "00000" is third, etc... all the way until thirty zeroes, which is the maximum number of characters a region name can have.

The regions "000" through "00000000000000000" (17 zeroes) are 'special' in that they all show up on the first page of the listing. The idea seems to be that any of those regions will attract new players more easily as anyone clicking on "[show all regions]" will see those first.

Since the value of a region is mostly determed by emotion (like, name of ones own country, the region one has always been in, etc...) this means that quite some battles can be fought over these regions. Add to this that invaders looking for targets will more quickly look at these regions because they're so easily found in the list. And if there's fighting over a region, it HAS to be a valuable region, right? Especially "000" has seen quite a history of battles over it.
