When you enter a region, there is a list of nations.

My Region had 3 nations in it. Then another nation moved to my region, yet his nation doesn't show up on the list of nations that are in that region unless you go to "List all Nations". There are only 3 nations on the headquarters.

How do I make it so his nation is shown on the region's headquarters?

The new nations will appear on the regional UN rankings (that's that first 'list' that you refered to) after the next daily update.

That's because it takes a lot of effort for the server to check a nations ranking position in the region (at least in bigger, higher traffic regions), so it only does it once a day. He should show up ~5-6 am EST when the server updates the UN rankings.
