First, I hope this is the right place to ask this question.
In the case of a tie on endorsements, how is the regional delegate chosen? By biggest Population? Oldest Nation? Anything else?

An incumbent Delegate will remain Delegate in the case of a tie.

If the incumbent is not involved in the tie, the nation that has been in the region the longest will become Delegate.
