I've had issues I've previously formed an opinion on repeating recently. Is this just the chaotic nature of having a nation that worships Eris or something else?

There is a limited number of issues. Due to the fact that they are selected randomly, they will tend to repeat after a while.
There are constantly new issues being written and released, so they won't repeat as often.
