Nope. As long as you log in, you're good to go. Dismissing all your issues will have different effects for different issues, but your country will more or less just stay static and grow in population.

Dismissing issues should not have any legislative impact. A dismissed issue cannot affect your nation's stats. And dismissing several in a row should not cause your nation's destruction. The only natural death it can die is if you do not log in for 28 days, or 60 days in Holiday Mode.
It is reasonable to dismiss issues in such cases where none of the choices on offer meet with your approval.
