Although the game clearly states that nations which join the UN are obliged to abide by its decisions, how are these enforced in the game? If I join the UN, are its laws automatically enacted in my nation (that is, I can't pass legislation on my own that would specifically contradict decisions of the UN.)? For example, if I disagree with, say, the legislation on banning biological weapons and I am a member of the UN, could I just completely ignore the UN's decision by enacting my own laws to authorize development of biological weapons (hypothetically)?

What the 'must abide' comes down to in practice is that when resolutions are passed, all UN nations' statistics are modified in accordance with the stated effect of the resolution. Please note that the effect (like 'Human Rights increase strongly') are all general, and the text of the resolutions are not considered. So, a resolution could ban smoking pot, but your nation would only see a change in its statistics covering, say, Morality but not in whether or not smoking pot is actually legal. I suggest for more information on this you read the Stickies in the United Nations forum.
Also, depending on who you Role-Play with, they may insist you abide by the resolutions in your RP.
