How does, and what does it mean when a nation ceases to exist?

It means it is no more, you can not log in to it, all nation stats stop growing until ressurrection, and it dies after 28 days' inactivity.

while Liverpool is correct, with the option of the mods being able to resurect a nation for someone who didnt get deleted for TOS violations, I like to think of nations who are no longer with us as basically being Extremee Isolationist, like they have stepped behind an Iron curtain and no longer interact with the outside world,
ceaased to exist can mean
deleted for inactivity
or deleted for TOS violations
