"Mod", "Moderator", and "NationStates Moderator" all mean the same thing.
It is the responsibility of the NationStates Moderators to enforce the rules that exist in NationStates.net, both in the forums and in the game itself. If a player breaks the rules, the Moderators will warn the player for their bad behavior. If that player continues to break the rules, the Moderators delete their nation.
We Moderators also keep these forums organized by making sure that topics are in the correct boards, that players behave in a mostly civil manner towards one another, and so on. I refer you to the "Announcement" and "Sticky" topics in the "Moderation (http://www.nationstates.net/forum/viewforum.php?f=9)" board for more detailed answers.
