How much do UN resolutions actually effect member nations?

It's hard to explain in some situations, but have a look at an example.

Let's say I pass a resolution entitled "Everyone has Human Rights" and classify it as "Human Rights: Significant". What the game will do is make every single UN member nation gain more human rights. If your nation has stacks of human rights anyway (through the effect of previous resolutions and issue choices), then very little will happen. If you're trying to emulate North Korea, on the other hand, you'll most likely notice a change. Every now and then, you'll be on the border of two categories and the UN resolution will "make your nation change from a Corrupt Dictatorship to a Scandinavian Liberal Paradise" or whatever.
Now, because the resolution is "Significant", rather than "Strong" or "Mild", it will have a bigger effect than a "Strong" or "Mild" one would.

To take the resolution on Alternative Fuels as another example. It's an "Environmental" resolution and is listed as affecting "Automobile Manufacturing". So, the following happens:
1. All UN Members have their "environment" score improve
2. All UN Members have their "automobile manufacturing" industry decline
3. There is also a general negative effect for business in general

"But I don't have an automobile manufacturing industry to begin with!" I hear you shout. Every nation has a bunch of industries which can go up and down with your issue choices and the effects of resolutions. Even if your nation doesn't say that it has an automobile manufacturing industry, whatever score that industry has will go down even further. Think of it like the Zambian automobile manufacturing industry - it exists, but it's coming from waaaaay behind to begin with.

I hope this makes sense. If not, let me know and I'll clarify.
