I don't know if this confused anybody else, but when I first read it, I saw two different things in one sentence:
Citizens are encouraged to report friends (aka citizens are bribed to be government informers)
family members or co-workers who seem depressed to the government for "counselling" (which is a messed up sentence)
I suggest the comma be added to clarify.
I don't think that really counts as a grammatical error. Using a comma to precede the last item in a list is highly optional, and I've seen a number of sources indicate that you absolutely shouldn't do it.

a small grammatical error isn't really much to make a fuss about, if you really want you can probably get the mods to change it, but it don't take a lot of logic to understand the sentence anyway
I looked and looked, but I see noting wrong with it :? "Family members or co-workers" can be named together without the comma. They are targetted both as being depressed and not seperated, if you know what I mean.

Serial commas are more common in the US than elsewhere, but generally not used on this site.
