how can i change the financial prefrences of my country which i set in the begining when i founded the country?

There is no option in the game which would allow that.

You can only change the name, you can do that in settings.
If you choose the pro-uranium-mining option in the issue about stripping the rainforests (or whatever it is), then that will promote that particular industry. There are also other issues which allow a pro- or anti-business stance to be adopted.
As for changing anything more fundamental, there isn't a way to do that.
i hope they provide better options to manage the country
