Unless you count changing your national animal or currency, then yes, issues are the only way to change your country.

Normack and Sdaeriji are correct: Domestic Issues and UN Resolutions that pass (if you are a UN member) are the only way to change the statistics of your nation.
By statistics, I mean things like your economy, civil freedoms, economic freedoms, political freedoms, UN category, environmental quality, tax rate, et cetera. I am not talking about your national title, currency, motto, animal, and region-of-residence which, as Sdaeriji points out, you can change at will.

Not proposals, only resolutions that get passed can change your stats.
