First up, this should be in Tech (which is where it's heading in a few seconds).
Second, you're not exactly explaining the problem very clearly. There are a set number of issues out there and any given nation will qualify for a number much smaller than X at any given time. You obviously can't qualify for an issue which allows the re-instatement of electoral politics if you haven't previously banned elections, for example.
So with that in mind, what you seem to be saying is "I keep getting the same set of issues". If so, try deciding in a different way and you'll get new ones. If, however, you don't want issues at all then you can say as much via the Settings page of your nation.
Now, onwards ever upwards to Tech.

you mean you keep getting the same issues and you haven't seen any "new" ones lately? first of all, it's most likely due to your un category, so try to change it (by voting on the various options in the issues)

Eh, its probably because your nation is still limited to the 30 for new players.

hey enodia- go to the sticky about what goes on the technical forum. does it or does it not say problems with issues go on the Got Issues? forum? and why havent you moved the other post about this that is still in the got issues forum?
