I don't understand why I can't create a nation called Nogova, when there is currently no nation called Nogova in existance. Can somone clue me into why a name is "reserved" when it doesn't exist? :x

The name was used, before, by someone else. That person might want to have the nation resurrected in the future.

So is this an automatic thing? Or do they request it themselves?

Any nation that has existed has its nation reserved, be it dead or alive. Nogova way probably a nation which used to exist, but has been dubsequently deleted.
The reason for this reservation is to stop people taking advantage of a dead nation's status, also since dead nations can be revived this reservation is there to ensure that, if some one wants their nation revived there arent going to be any other nations with the same name hanging around

Nations get deleated through inactivity and rule violations. If a name was used by a nation that has now been deleated then it will be reserved. This is incase the user wanted their nation resurected (assuming there were no rule violations) and to prevent inpersonations etc.`
