Is it normal to receive the same issue several times a week or month?

It happens to everybody. Unless you're getting it every single time....

You can get the same issue every 4th or 5th time (however many it keeps in the spotlight), and as long as you don't already have it.

What if I've already had an issue and chosen a position? Should I get it again?

On some, yes, on others, no, and on others it depends on which option you chose.

I've gotten the same space program issue twice in the last week, and three times overall. All my issues are repeats and I've only been here for like 5 weeks.

I thought there were supposed to be thousands of new issues added. where are they? Why do I keep getting the same repeating issues?

I got the harry potter book one again too....

If by 'thousands' you mean '48' (counting the original 9 extra) .. then yes, thousands have been added. There are thousands waiting to be reviewed (and possibly added), though this isn't happening at a very rapid pace.

Guess not.

There was news a month ago http://www.nationstates.net/news/2003/10/16/index.html#modissues that said "-- finally! -- we have a system that should supply an ongoing, never-ending stream of new issues for your nations, meaning you never need grow tired of seeing that Harry Potter issue yet again."

Maybe the news should be updated to say "we're adding them at a snails pace, in the mean time enjoy the same issues over and over again until you scream..."

78 (30+48 ... 48 new issues) is better then the 39 we had before, though :P

Also, a couple of mods have said they are going to start working more on issues soon (I think).

true...but i haven't gotten 78 unique issues. maybe 20 that keep repeating. i wish that once you answered an issue you wouldn't get it again until you get all of them. them at least it would be 2-3 months before things repeat. not twice in a week...or have a "dismiss permanently" choice...
