Bump is used to bring the topic to the attention of other people in the forum, as it may contain some sort of information useful or intresting to them.

As a detractor of the monosyllabic word I would add only it is a way to bring the topic back to the top of queue, without offering anything additional to the discussion/argument/perspective.

If it is considered for actually enocouraging debate or response, likely nothing. If it can bee seen to be SPAM, meaning they are typing bump just to be obnoxious, mods might warn them.

Again, as long as they bump for seemignly good intentions there is no problem.

Well, again, if they typed bump in order to encourage debate, likely would not be a problem. Intent would be the issue. If by Regular basis one meant every post, then yeah. But if by regular basis one meant once a week, possibly nothing, depending.
