Whoops...... password problem
I entered the password wrong for regional entry too many times. I actually have the correct password, but I have been "temporarily" blocked from password-protected region entry. How long do I have to wait?

Yeah, it's about 45 minutes. So don't worry, it's not permanent! :D
If you have a dial up connection with volatile ip addresses, you can just dissconect and connect again and you will be able to log in.

I doubt it. Far more likely that it's done by nation name rather than IP
nope, i think i've tried it, but it was a while back.
When I had some trouble getting into my current region my Delegate lifted the password protection to allow me in.

No I think it's done by IP. This is because when I was with AOL, if one person with AOL got blocked, we all would.
Also you'll find that once you've failed to login to one nation several times you can't log into any nation from the same ip
