Note the description for this ranking: the highest proportion of citizens designated in UN studies as either "Uneducated" or "Just Plain Dumb".
Socialist nations tend to have large public education programs, which produces fewer uneducated citizens.
Extremely capitalist nations have excellent education systems for the rich, but large numbers of the population may not be educated at all.

I rank 2nd in my region (but there are only 4 nations..) and around 50,000 in the world. Most of my nation's policies tend to lean towards capitalism, although I'm going to start putting a bigger emphasis on education.

Geez, this whole "Bush is stupid" thing is a mystery to me. I personally like him, but I can understand when people call him "evil" or "imperialistic" or "power-hungry," etc. but I don't think he's ever given any indication that he was of below average IQ...
