I would have presumed that Max's nation was the oldest and therefore the biggest... which would be far too obvious. I don't remember exactly but it might have been the Dominion of Sketch that is the biggest. I presume that the resolutions that encourage or discourage large influxes of refugees or variations in death rates have no practical effect on population growth.
