You can also win with a tie. If two people have the same number of votes, the one who's been in the region longer (since they last got there) gets the delegacy.

No, you have ot have a clear majority (of at least 1 vote higher) above the current seated delegate to take the seat,
if Delegate has 100
you need 101 to win the seat
I think he was referring to what happens if two people tie when neither of them is delegate

No, if there is a tie and the delegate is not in the running (ie. he doesn't exist or has fewer vote than the competing nations) then it goes to that nation that has been in the region longest.

I thought it was random (or based on something totally unkown) who became delegate in the event of a tie. Wasn't there a topic on this a few weeks ago? Or has the code for becoming delegate changed since then?

Was changed more then a month ago, maybe a bit longer. You are reight, it used to seem random, it has since be re-written tho, which is a good thing I think. Nice to have things you can count on...

Ties are broken in favor of the sitting delegate. If there is no delegate, or the delegate isn't part of the tie, see answers above.
