Has the server updated for everyone yet? I just want to make sure I'm not the only one who hasn't received a new issue yet
The update time was changed with the software upgrade/downgrade. that might be the reason.

My parliament is still debating the arms funding that my prime minister signed.
Or, in real life terms, I haven't gotten a new issue, it's annoying, but it does make for interesting roleplaying.

I just did all of my nations issues...they were right on schedule.
9am GMT, right on time for me.
Move out of your region and move back again, that usually works when the game is skipping your nation at updates.

There was a hiccup in the mid-day update on 11/11 (PST), which caused most nations who receive 2 issues per (week)day to miss one, but this didn't affect the implementation of any UN resolutions.
