You don't get both issues at once. They come separated by about 12 hours... it may be you simply need to wait for the next.

I got both of mine yesterday, and my morning issue today, so I think that he was just expectingthem both to come at once.

If you keep failing to get issues when you should, try moving out of your region then back in. That should fix it.

To clear the 'not receiving issues' problem, you generally need to wait for the update

You don't have to be out of the region till then though. The whole point is just that the moving resets some of game's list-a-ma-jigers.

Hmm... I'd always considered that to be sure, moving out of a region over an update period was the best way. Then again, I see your point.

I think it may be case of removing all factors. Doing it over an update means you're pretty much starting with a clean slate, but just in/out might work anyhow.

Yes, you will lose delegate status.
No, you only lose the blue delegate badge unless you are outside te region in the next update.

There is a nation who just conducted a greifing of another region from my region. They were delegate, and their endorsements of proposals in te UN still stands.
