a puppet nation is someone who has more than one player in the game which is cheating.

A puppet is having more then on a nation, true. Generally puppet nations are not your main nation, just nations you use on the side. You are allowed as many puppets as you want. This is not against the rules. It is only against the rules if you have more then one UN nation. As log as you don't apply for the UN with more then one nation, you will be fine.

A puppet is the second, third,.. nation of a player. Having a puppet is not cheating, it is just cheating, if more than one nation tries to get into the UN.

Having multiple nations (not in the UN) is called "having puppets". This is legal.
Having multiple nations in the UN is called "having UN multies". This is illegal. Note that two different people having UN nations but playing from the same computer is also UN multying; we cannot determine how many people are on the other side of an IP connection.

15!! Holy cow how do you keep track of all of them? I'm really gonna sound like a retard here but what happens if you have 2 nations in the UN? I know that it is cheating but what is it that makes you special if you have 2 in at the same time? Do they have special powers? Just wondering..

If you have two or more in the UN, they both get ejected and are banned from re-entering.
The problem with having UN multis is that they could endorse each other and help one become the Delegate unfairly, OR become delegates in multiple regions. For instance, if I created 8 new UN nations, moved them to Democratic Underground, and had each of them endorse Goobergunchia, I would have 8 more votes on the UN floor. If I deployed the 8 new UN nations to another region, I could have them all endorse each other, and one might become the delegate if the region wasn't a large one.
