UN Report Reversed?

Did today's UN report get reversed in ranking, i.e. do the lower ranks mean that the nation is actually LESS liberal towards nudity? For example:

Uss are considered a delicacy, a large-scale revitalization of the education system is underway, midnight raids drag couples from their homes in the name of decency, and naturists are jailed regularly for indecent exposure. Crime is totally unknown. Francse's national animal is the us, which is also the nation's favorite main course, and its currency is the duetschmark.

Francse is ranked 1st in the region and 4,379th in the world for Nudest.

That happened to me once, only with political freedoms. It happens sometimes, with no clear reason why. It usually goes back to normal the next day.

Nope, the rankings are fine, that nation has phenominal rights for nudity.

What happens is those pieces of text (such as "naturists are jailed regularly for indecent exposure") are determined by how you select on issues, but UN rankings are determined by how your nation is over all. Thus, it would appear that in a recent issue they selected the option resulting in that (which also hurt their nudity rights) but i still left them high enough that they ranked very high on the UN ranking.
