Click on the nation's name, and when you see him, look on the bottom left. You find the links for endorsements and sending TG's there.

And you have to be in the same region as the other nation to endorse them.

To endorse someone, all you do is go to their nation and look where the endorsements are. Their you will see something to the nature of "Endorse this nation" to send them a telegram, the same thing. Go to another nation, go to the very bottom of the page and type a tele. Then just click send :)
