It's a mathematical procedure.
The choices you make in this game will alter a collection of 'hidden' statistics which describe your country. This data says how clean the environment is in your nation, how large the various industries are, etc... The UN report is compiled based on numbers such as those. If you want to do better (or worse :) ) in the UN rankings, you can do that by managing your nation in a certain way through the issues you answer.

It's a complex formula that take into account the way you answered the questions when you created your nation, and the way you answer your issues. [violet] hasn't been kind enough to share this wisdom though.
