Can anyone tell me what's the World Factbook? And does everybody has access to it?

The world factbook is the entry at the top of a region's page that describes the region.
The founder, an if the founder permits (or where there is no founder), the delegate can change the factbook.
Some regions created before regional control may have no factbook entry as either there was never a founder installed and there was never a delegate, or the founder and/or delegatge were too lazy to add one.
In this case there is an "n/a", however, it is possible for one to type n/a into the factbook when founding a new region.
