I received a bunch at first, but I've only received one since around June.
It is odd. When I was in the UN, I always got mine. Now that I left, I don't know whats going on, but to clear up your question..
The Compliance Ministry telegrams are [supposed to be] sent to every UN nation to inform them that new laws have been passed that they must follow. And yes, Sal is working on the issue of not all UN nation revieving one.
That is a standard UN telegram, and yes Salusa is looking into it (http://www.nationstates.net/forum/viewtopic.php?t=84533).

...and yes, Salusa has been working on this problem. Neue Warschau, the fact that you just got your first compliance telegram is, to me, a hopeful indicator.

The problem has been fixed. Everyone (in the UN, that is) should now be receiving compliance telegrams.
