hey how do you create a region?
Click on Move to new region and it will give you the option of creating a new one.

I think you go to the place where you move your nation and their is an option that let's you create your own region. :)
I don't think the mods would approve of your name.
I have seen more Offensive names on Nationstates than Sadistic Skinhead. Its quite mild actually!

To clarify, go to the regional page where you reside. Then click on the link that say "Move to a new region (http://www.nationstates.net/cgi-bin/index.cgi/page=change_region)!" Then click on the link that says "Create a New Region (http://www.nationstates.net/cgi-bin/index.cgi/page=create_region)!"
