I want to change my nation into a democracy but the issue has not come up in a long time. (over a month) Will it come back up? and is there anything I can do to speed up the process.

Just wait-it will come arround, but there are a lot of new issues so it takes a while now.
i used to get it every other day, now its once a month (60 issues, 30 days-2 a day, once a month)

you might have to wait a little bit longer. the NS server hasn't updated in about a day
