Sorry, but there is really no official way to spend money in this game. You can pretend to spend money with another countries in the RPG part of the forum, but otherwise, you just make alliances with other nations, participate in global (or national) debate, and chat about things in the forum.

and why are there sooooo many shops selling or suppsoedly selling thousands of weapons? what do these do? how? and why?

All things involving money, war, etc. are roleplayed. They are not coded features.

I also suggest you read the stickies at the top of the other forums, in particular NS and II (NationStates and International Incidents)
