why do some regions have more than one country with the Un?

A region can have as many UN nations as will join it,each player can only have 1 nation in the UN, if you suspect a player has multiple UN nations file a report via the getting help page of the faq

But NEVER EVER report it on the forums. It ticks the mod off to no end.
