Gambling ranking backwards?

Usually I am the last in my region and near last in the world for gambling, I even think I have outlawed it. However today I seem to be first in the region and 6000th in the world. Also Tiffy, a nation in my region who always has the highest rank for gambling is at the bottom. I have not had any recent issues that relate to gambling.
Any ideas?
