After a certain time of inactivity (28 days is the standard) nations time out and are automatically deleted, presumed abandoned by their owners.
To resurect a nation that died from idle time-out, follow the instructions in this stickied thread in the Moderation forum: How To Get a Nation Back From the Dead (http://www.nationstates.net/forum/viewtopic.php?t=60666).
