How come? Our new legislation on healthcare should cancel the side effect of the former I guess.

No, that is not it. It is forbidden in our country to get money for donating organs. This is to prevent rich people buying poor peoples kidneys and improving their lifes in cost of the poor.
But it is also compulsory for the dead to donate their organs. Dead people have no right on their body.
This sentence should be fixed. Also very low rates of organ donation where organ donation is compulsory doesn't make sense. Organ shortage is unlikely.
