Did the new issues change how governments are classified? After the new issues came out my anarchy changed to a Civil Rights lovefest even though my economy, civil Rights, and political freedoms stayed the same. why is this?
The categories don't always depend on your various ratings. They also change depending on how you respond to issues.
For example, if you have very good civil rights, good economy and average political freedoms, and you favour capitalism you might become a Capitalist Paradise. However, if you don't favour capitalism, you might become a Scandinavian liberal paradise.

I've seen Anarchies with imploded economies, and Resi had a Liberal Democratic Socialist with a power house economy.
