Creating a New Region

How does one go about Creating/Starting their own region
I cannot find any info on this topic in forum ? :?

On your (current) region's page, it says "Tired of life in (region name)? Then move to a new region! ". Click "move to a new region". Then click "Create a New Region". Enter a name and a Factbook Entry, then hit "Create Region". You will be in a new region!
