I am founder of the Hugh Baird College region and I got one endorsement, as ll my friends have not yet moved over.
So I have the most, but I am not deligate.

you'll have to wait for the daily server update
if that's not the case,
ask your friend to withdraw the endorsement and try to reendorse you again
