Ok here it is. I have spent hours trying to find how to create a new region. Please help.

go to your region page. click on move hagge today. at the top will be a link for creating a new region.
create your region.
this should be moved to tech though.
Go to the link that has the name of your region (on the left hand side of the page) Click it so it displays the info about your current nation. Right at the top there is the "Move to new region" link. Click that one and you'll find a "Create New region" link.
They don't make it easy, do they?
