Anarchy only means "absence of any form of political authority", therefore you can still have an organised, strict society, it just means there is a lack of government controlling it.

And yet i have an omnipresent government

The Community of Dark_Zephyr is a massive, socially progressive nation, renowned for its strong anti-business politics. Its compassionate, hard-working, intelligent population of 1.581 billion live in a state of perpetual fear, as a complete breakdown of social order has led to the rise of order through biker gangs.

It is difficult to tell where the omnipresent, corrupt, liberal government stops and the rest of society begins, but it concentrates mainly on the Environment, although Social Equality and Social Welfare are on the agenda. The average income tax rate is 100%. The private sector is almost wholly made up of enterprising fourteen-year-old boys selling lemonade on the sidewalk, although the government is looking at stamping this out.

The tenet of free speech is held dear, college students make ends meet by selling their kidneys, the nation has opened its arms to an influx of refugees, and surveillance cameras are banned. Crime is well under control. Dark_Zephyr's national animal is the Deathly hush, which frolics freely in the nation's many lush forests, and its currency is the Aspirations of children.

Dark_Zephyr is ranked 3rd in the region and 71,776th in the world for Largest Soda Pop Sector.

Please read the FAQ. It answers this very question. Things are exaggerated here.

I think the question you are asking has a bit differnt answer then the 'Why is my nation so weird' in the FAQ gives, so here is my (hopefully better) answer to your question:

There are more then just the three stats displayed involved in creating the description of your nation. There are tons and tons of hidden stats (like enviroment, for example) that determine things like the UN rankings. The stat for 'government involvement' is seperate from the three stats that determine your UN category. If you want a true anarchy (no omnipresent government) then you will have to maintiain about the same current balance of the three public stats, while also reducing government involvement in the nation (or the stat that governs it at least).
