Have you considered implementing a system in which users cannot submit identical posts consecutively?
The only such thing coded into phpbb2 is flood protection. But this can be annoying for users who type quickly. They have to wait around for 30 seconds or so between posts.

Also, can you change it so that it doesn't mess up your poll when you edit your top post?
Well, if you delete the poll and then remake it, it turns out fine. But then you lose all the votes so far :(
But that question would be better to ask the people who make phpBB. I don't think anyone here is that involved or interestead in changing its code in any signifigant way.
