Issues Keep Returning!

I seem to be getting the same issues over and over again, even when I choose a position, although the issues don't return immediately. Still, it's getting rather boring deciding issues that keep coming back. Aren't there more of them? I have two countries with diametrically different systems, and yet I seem to get the same issues for both. Also, it seems that an issue decided for one of my countries will pop up as decided the same way for the other. Help!

At the moment there are only about 30 issues, and not all are applicable at any given point in time. Hence, the repeat. However, more should be on their way soon.

There are only 38 (+/- a few) issues in the game. Your decission on each issue affects your stats every time you make that decission. For example, on the 'budget time' issue, every time you choose the same option, it gives a big boost to spending in that area, and areas related to it.
