How do i get to the war room?
The seconth door on your left, go through the hallway, say "hello" (that's the password) to the guard, and he will open the door to the war room. :P

Uh, if you mean the role-play forums, click on NationStates Forum Index near the bottom of the window, and then click to enter the NationStates Forum and International Incidents Forum.

Well, there is the NS World side of the game, which is inter-regional conflict. But that is all intrigue and technical maneuvres, with an RP element of sorts. Check out the Unofficial NationStates Region Directory http://www.nationstates.net/forum/viewtopic.php?t=76636 (shameless plug ;) ) for a listing of some of the largest regions broken up into interest categories.

If you haven't done so already Pughpo, I suggest you read the FAQ and all the stickies and announcements. Should make you an NS veteran in less than twenty minutes.
If you want to learn more about RPing, why not join Stephistan's region: Roleplay University (http://www.nationstates.net/cgi-bin/index.cgi/target=display_region/region=Role_Play_University)? All your queries can be answered there.
As said, all war roleplays are carried out in the International Incidents and NationStates forums (though I think when war is concerned II is best)

Unfortunately, the n00bishness level is much higher in II than in NS. War should be conducted in II, but you might want to do it in NS if you want it to be any good....
