Nazi Rally Issue

I know that the second option gives political freedoms, but I'm already at World Benchmark and I don't want to go past that (next one is excessive, right?) So if I choose option 2, will my freedoms shoot past benchmark? If so, what are the consequences of choosing option 1? Thanks.

my guess would be political, or maybe civil, rights would lower but public apathy increases

Free speech falls under civil or political? Because thats what would increase under the second option.

Free speech would be Civil I believe, unless its free speech about politics. Then it would be political.

Well it is a Nazi rally (politics) and the second option states that people should have the right to argue whatever politial view they want. Are excessive political freedoms a good thing (I wouldn't think so but then again I can never tell with this game)

As the FAQ suggests, there's no fact of the matter about whether excessive political freedoms are a good thing within the game (except inasmuch as, if you think they're "excessive", you probably don't like them at that level)--see the "How do I win?" section. If you want to run a country with absolutely unmoderated political freedoms, that's what you should go for; if you think that political freedoms need some checks and balances (or at least, you want to run a country like that), *that's* what you should go for. The game doesn't make any claims about one being better than the other.
