But then you would try and move 1,000 nations out of each pacifics.

The Pacifics are game-created Feeder regions. As nations are spawned there, how do you propose they are redistributed to maintain the 500 nation cap? Sending them into other regions at random is not going to do much for the players' opinion of the people running the game. Similarly, having new nations spawning at random across all of NS is going to annoy those who wish to keep their regions private. And there are many hundreds of people very attached to the Pacifics. Your suggestion will only cause trouble for everyone, indeed several colossal revolutions, were it to be implemented.

we should not let the pacifics have armies, this would also encourege people to move away form the pacfics, noone would be able to atack the pacifics, either

And how do you propose this would be enforced? We cannot prevent a large group of UN members from associating. If people want to club together to work for a common purpose, there is nothing that can be done about the clubbing together.

What's an army in Nationstates?
In the NS World side of the game, an army is an organised group of UN nations. The method of war is going over to another region and endorsing a leader, who if the attempt is successful (ie he gets a number of endorsements equal or greater than that of the incumbent Delegate), seizes Delegacy.
In the role-play forum side of the game, an army is what you make it. The conventions are set out in the stickies in the NationStates and International Incidents Forums.
