the compliance ministry isn't a player, it's the game telling you that the current (passed) resolution has been acted upon your nation. usually it tells you the name of the resolution in the TG

If the telegram came a few days ago, and had "" as the name of the Resolution, ignore it, it was just a symptom of the server crash.
