I was just wondering if there is an issue that allows you to ban private enterprise?

to my recollection, I think there is but I forgot what it's called. since the game basically rates CR, PF and the economic status on a libertarian scale. a BAD economy would stop private industry

Yes, it's called "Economic Collapse Looms". One can then choose between reviving private enterprise or banning it alltogether.

Since you have a Frightening economy, you will not receive that particular issue.
