Only Founder Status. Total control over Regional Control, but no voting powers in the UN. For that, you must have Delegacy, which comes from being a UN member and having the most endorsements in the region.

Yes, it also does not garentee an influx of UN nations who will endorse you.
Also, delegates may or may not have access to regional control.

Depending on whether or not the Founder allows it. In the case of Founderless regions, a Delegate's access to Regional Controls is automatic.

Unless the founder dies with Delegate still barred.
In that case the members of the region must petition a mod to get it fixed.
Also, if the founder is an absentee founder (resides outside of the region) then the delegate posesses access.
