Of course, I could be horrilbly wrong and leading you astray, I would wait for someone who has a little bit more experience than little over a day!
When an issue says that legislation is pending, that means that you've decided on it and soon it will become law. You've just got to wait.

The game updates once or twice a day. Along with things such as populations and UN rankings, any legislation you decided to pass (ie what was pending) will be passed and a new issue will take its place. The change is not immediate.
