When you get the budget issue, give the military priority. Similarly, when the military asks for more money, give it to them, do not disarm. I am just guessing, but maintaining freedom of gun ownership could also help.
When you get the issue of mining uranium, agree to mining it. You can choose the softer option if you do not want to wreck your environment overnight.
If one of your major industries is arms manufacturing, when you get the international community issue, choose the option whereby you make bilateral deals, aid in return for weapons, if that is the choice on offer. Similarly, you could try allowing the arms manufacturing industry to sponsor your space programme, if you get the opportunity.
Not all of this will have a direct effect, but it should bump you up in the military spending and arms manufacturing rankings quite a bit, and strength of the economy too. I got one of my nations nearly into the top 1000 for arms manufacturing in just a month, and its population was only a quarter of a million at the time. So if you are lucky with the issues you get, it can work.
